could be appointed to officiate as Vice-Chancellor,

Buch BIRCH and Burt were appointed to officiate as Professor of English, quorum of Senate would still be incomplete. The appointment of Wilkinson and Gray as officiating Professors of Medicine and Surgery would complete quorum, but it would probably commit the University to them as permanent appointments, and I regard that step as undesirable at this stage both because there would be no general notification of the vacancies, and because it might be felt that they had been appointed for reasons of convenience rather than merit.
